concerns being high risk

This sentence "with the concerns begetting FGM being so high-risk, the abolition of such practices must be prompt" is a bit confusing. Does it mean "with the concerns that the practices of FGM are very high-risk, the abolition etc " ? The word "begetting" is unclear and the subject of "being" and antecedent of "such" is "concerns" grammatically. --Richardson mcphillips (talk) 18:23, 5 February 2017 (UTC)[reply]

I Googled "Health risks Types I, II and III" and the only direct hit was from the UN page this is taken from. Are these technical terms? If so, it would be good to link to the Wiki article that explains them. If not, they should be explained.
